There's no law that says you must have CSS or Javascript on your page. But you must have at least an HTML tag, otherwise it's not a web page.
People use CSS because they want to control appearance, rather than just use the standard layout and appearance.
People use Javascript because they want to write code that turns a simple web page into a web app.
